Act 89 of 1986 (as reauthorized by Act 14 of 2003), provides that The Pennsylvania Health Care Cost Containment Council (PHC4) review proposed mandated health benefits when requested by the Secretary of Health or appropriate committee chairmen in the Pennsylvania Senate or the House of Representatives. Act 14 provides for a preliminary PHC4 review of materials submitted by proponents and opponents of the proposed benefit to determine if documentation is sufficient to proceed with the formal Mandated Benefits Review process outlined in the Act. These reports present the results of PHC4's preliminary reviews.
